Schedule Dora updates after MR linking process

What does this MR do and why?
Fixes possible lack of Lead time for changes metric if we hit load spike and LinkMergeRequestWorker doesn't finish in time. Here we schedule Dora recalculation again after LinkMergeRequestWorker works off. It won't affect performance in common case because Dora worker has deduplication. No user facing changes here.
