Creates a new dedicated group settings page for Analytics related settings.

This page contains the existing group level analytics settings sections.

How to set up and validate locally

1. Browse to any group

• must be maintainer or above
• one or more of the group analytics features must be available, (e.g. group_level_analytics_dashboard should be available on Ultimate)

2. Verify new nav item exists
3. Verify settings can be saved as expected
