E2E test: improve assert for project template spec

What does this MR do and why?

To help investigate #404391 (closed)

• improve error message
• previously the retry wouldn't occur if the expectation wasn't met
• removed from quarantine for airgapped job but will not run on this job, this means that failure issues will be created again (gitlab-org/ruby/gems/gitlab_quality-test_tooling#26)
