Geo: Allow Geo log cursor to log output to stdout

What does this MR do?

!15070 (merged) accidentally included the original implementation of the stdout logging work (it was meant to be added here) so this MR improves the work that allows Geo log cursor to log output to stdout which is preferable when running within a container.
