What does this MR do and why?

The create timelog and set time estimate modals have a link to the docs inside, but it was the first focusable element of the modal. This meant that, when opening the modal, the focus would be put on the link instead of the first text-edit box 🙂

This MR moves the link at the bottom, after the form, to solve this focus issue 🙂
