What does this MR do and why?

The new filtered search for the Admin area > Users have been deemed stable, therefore we proceed here to remove the admin_user_filtered_nav feature flag and release the new feature.

On the second commit, we updated the documentation.

On the third commit, we fixed E2E tests.
