What does this MR do and why?

In https://gitlab.com/gitlab-org/gitlab/-/issues/443758+ we have agreed to move the user limit features from groupacquisition to grouputilization

This MR addresses the spec update portion of this transition work outlined in the tasks under Move all code associated with measurement_and_l... (#456870):

  • updates feature_category assignment in specs from management_and_locking to seat_cost_management.
