Fix guest access for setting time estimate on issues
What does this MR do and why?
This MR addresses a low severity security issue where a guest was able to set time estimate on an authored issue. The steps to reproduce the problem are described in the security issue
The fix moves time tracking callback handling to issuables level so that it would be applied to all issuables, that support time tracking feature, eg. Issues, MRs, rather than just WorkItem model
