What does this MR do and why?

Removes all references and support for License Scanning CI templates across documentation and test specifications, reflecting their deprecation as of GitLab 16.9. This includes updates to .rubocop_todo configs and removal from Auto-DevOps.gitlab-ci.yml, along with the deletion of dedicated License-Scanning.gitlab-ci.yml templates.
