What does this MR do and why?

Remove group_user_saml feature flag

group_user_saml was never enabled or used. We have found we don't want to pursue this path so we are removing it.

Changelog: other (Changelog was mandatory for this MR. I chose other because removal didn't seem right as it was never released)
