Resolve "Add feature flags for moving reports to the backend"

What does this MR do?

For #13132 (closed), which is part of the larger &1425 (closed), this pushes the following feature flags to the frontend on the pipeline and MR views:

• containerScanningMergeRequestReportApi
• dependencyScanningMergeRequestReportApi
• licenseManagementMergeRequestReportApi
