Update JetBrains plugin docs to include Duo Chat

What does this MR do and why?

JetBrains will support Duo Chat on Thursday, April 18th; this MR adds GitLab Duo Chat as a supported feature in the plugin. This MR also includes a change to direct users to the marketplace listing for the full list of supported JetBrains IDEs vs. having to update our documentation page.
