Remove fmt job from Terraform Module CI/CD template

This change set removes the fmt job from the Terraform Module CI/CD templates, that are namely the Terraform-Module.gitlab-ci.yml and Terraform/Module-Base.gitlab-ci.yml templates.

The fmt job has been deprecated in #440249 (closed).
