Update schema for clusterwide table: security_training_providers

This is a configuration table and that is why it is needed to be cluster-wide. This table only has 3 rows (https://console.postgres.ai/gitlab/gitlab-production-main/sessions/27628/commands/86204) and we do not add rows in this frequently.

We discussed this in our discovery issue for cell.
