ci: Align build-gdk-image CI rules with the E2E-gdk child pipeline rules

What does this MR do and why?

Follow-up of !144864 (merged).

Ensure that we don't run build-gdk-image on predictive pipelines if those pipelines don't have a manual job for triggering E2E-gdk child pipeline.
