Premium access to Duo Features Enabled setting
What does this MR do and why?
- This was added recently but only shown to Ultimate; this feature should be available to Premium and Ultimate.
- Workaround would be to set the setting on a group using the GitLab API

How to set up and validate locally
- Set up GDK with a Premium license or in SaaS mode with a premium group
- Visit any group and visit the settings page
- You should be able to Set Duo features enabled on the group at
https://gdk.test:3000/groups/$GROUP_PATH/-/edit> Permissions and Group features
