Reorder top level project organization page
What does this MR do and why?
Follow up from gitlab-docs!4706 (merged) to make the top-level Organize work with projects page consistent with the new nav order.
Removes the reference to compliance, which is not in this section of the docs.
Related to #448619 (closed).
