Generate shareable link for specific metric charts - EE

What does this MR do?

EE backport for https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/31339.

Adds a button in the metrics chart dashboard next to each chart that generates a link to that chart. This will be used later for embedding specific metric charts in Gitlab Flavoured Markdown.
