What does this MR do and why?

It updates our supported browsers compilation target file a.k.a. browserslistrc. The new target versions are based on browser usage data collected in https://gitlab.com/gitlab-org/gitlab/-/analytics/dashboards/audience?date_range_option=last_30_days.
