What does this MR do and why?

Many users are running into the CI Jobs with resource group get stuck "waiting ... (#436988 - closed) issue, which is taking a while to fix.

This MR updates the Resource Groups -> Troubleshooting guide to link to the race condition issue:

  • for transparency on the problem, and the conditions/scenarios that cause it
  • to give users some guidance on what they should do if they run into this problem
