Move execute_hooks to after_commit
What does this MR do and why?
Move execute_hooks to after_commit
While investigating title mis-match between
epic and work_item we were running into few errors(Sidekiq::Job::EnqueueFromTransactionError)
due to execute_hooks running in a transaction, so change
it to after_commit
