What does this MR do and why?

This MR updates the IP allowlist section of the Configure your GitLab Dedicated instance docs to clarify that the IP allowlist controls incoming Web (http/https) requests but does not apply to incoming SSH requests. The need for this clarification arose through a ticket that GitLab team members with access to Zendesk can view.
