What does this MR do and why?

Limits counters on group deletion modal (if there are more than 100 it will show 99+ instead of the exact number)
Follow up to Display project and subgroup counters when dele... (!145838 - merged)

How to set up and validate locally

Go to or create a new group with more than 100 subgroups or projects (I didn't actually verify this)
Go to group settings > general > remove group
