Use `all_pipelines` instead of `ci_pipelines` in Security Dashboard

What does this MR do?
Use all_pipelines instead of ci_pipelines. The latter is currently listing pipelines with config_sources whose values are unknown_source, repository_source, and auto_devops_source and these are all the possible values of the field.
