Redirect profile gpg keys to user settings
What does this MR do and why?
Redirects the url /-/{-profile-}/gpg_keys to /-/{+user_settings+}/gpg_keys.
Move /-/profile/gpg_keys to /-/user_settings/gpg_keys and
redirect endpoint to new endpoint till next major release (%17.0)

- On your GDK visit your profile and navigate to http://gdk.test:3000/-/profile/preferences.
- Select GPG Keys. Notice the url is http://gdk.test:3000/-/user_settings/gpg_keys.
- The gpg key settings pages should work correctly.
