What does this MR do and why?

Adds the feature_enabled_by_namespace_ids to the properties that can be tracked via Internal Events. The field was added to the Gitlab Standard Context in https://gitlab.com/gitlab-org/iglu/-/merge_requests/112 and allows us to track which namespaces allow a user to use features like Duo Chat or Code Suggestions.
