Document the usage of auto_cancel:on_job_failure with rules

What does this MR do and why?

The pipeline auto_cancel feature was tweaked to work together with workflow:rules in !141090 (merged), but the usage with auto_cancel:on_job_failure wasn't documented.

This MR add that missing documentation 🙂
