Removing GitLab Beta Program documentation

What does this MR do and why?

Removing documentation of the GitLab Beta Program as we are taking a new non-exclusive direction. New guidance is being worked on through gitlab-com/content-sites/handbook!4644 (merged) and will not gate features. Hence, it's also no longer relevant to separately document Beta Features as all features will eventually fall under the new terms & agreements that will be required to opt-in to.
