Fix removal milestone for arguments in REST endpoint

What does this MR do and why?

This MR changes the removal milestone for a runner registration token-related feature. This had already been done for all other deprecations, but this one seems to have slipped through. This MR also removes a deprecation which has been removed in %16.0 already.
