Endpoint for cycle analytics duration chart

What does this MR do?

This change introduces a new endpoint that provides data for the duration chart where the X axis represents the finish time of the event and the Y axis represents the event duration in seconds.

Project cycle analytics is a CE feature, however the duration chart is EE only thus a new license entry have been added. Name: cycle_analytics_duration_chart
