Redirect profile ssh keys to user settings

What does this MR do and why?

Redirects the url /-/{-profile-}/keys to /-/{+user_settings+}/{+ssh+}\_keys.

Move /-/profile/keys to /-/user_settings/ssh_keys and redirect end_point to new endpoint till next major release (%17.0)

• On your GDK visit your profile and navigate to http://gdk.test:3000/-/profile/preferences.
• Select SSH Keys. Notice the url is http://gdk.test:3000/-/user_settings/ssh_keys.
• The ssh key settings pages should work correctly.
