This is part 2 of dropping the instance_level_code_suggestions_enabled column In %16.10 we added the ignore rule https://gitlab.com/gitlab-org/gitlab/-/issues/440634, and we have an issue for %17.0 to remove the ignore rule https://gitlab.com/gitlab-org/gitlab/-/issues/440636
