Schedule VSA reaggregation worker more frequently

What does this MR do and why?

This PR adjusts the VSA reggregation worker to run more frequently:

  • Every 25 minutes
  • Run for 270 seconds (below the 300s limit)

With this change we hope that reaggregation will speed up for larger group.
