Remove the `environment_metrics_use_prometheus_endpoint` feature flag

What does this MR do?

This PR is a port of gitlab-org/gitlab-ce!29478 to EE. See gitlab-org/gitlab-ce#62094 for the related issue.

Removes the environment_metrics_use_prometheus_endpoint feature flag from the code base. This switches charts to utilise the Prometheus API endpoint and makes the feature flagged behaviour the default.
