Use routing tables for ci_job_artifacts and ci_stages

What does this MR do and why?

Uses routing tables for ci_job_artifacts and ci_stages. The routing tables were created with post deployment migrations in the previous milestones, so we're able to switch to the routing tables in this milestone.
