Expand error message for secrets_provider_not_found

What does this MR do and why?

This MR expands the error message to add clarity to the failure. This doesn't change any functionality but simply adds text to the returned message to clarify that CI/CD variables need to be checked since we can assume the failure is because the CI/CD variables are incorrect or missing.
