Remove calls to registry migration workers and update to no-op

What does this MR do and why?

In this MR, we remove the calls to the migration workers and update them to no-op.

Migration workers under app/workers/container_registry/migration/:

  • EnqueuerWorker
  • GuardWorker
  • ObserverWorker

This is the first step to removing workers as per our guideline. In the next minor release, we would remove the worker files.
