Set `traversal_ids` and `archived` attributes always

What does this MR do and why?

With this change, we will be updating the traversal_ids, and archived attributes of the vulnerability_reads records always.

Related to Adjust security report ingestion logic to set `... (#437673 - closed).

This MR introduces two new queries to preload the projects and namespaces records associated with 100 pipeline records.
