Draft: Add Clarifying docs to help users understand the impact of Geo Secondary Proxy Default Behavior

What does this MR do and why?

This change calls out in the Geo docs the ability to disable the default secondary proxy for Geo sites. This also specifies that changing the default behavior allows each Geo site to be routed to a different external URL. Previously, we had to dive into the configuration before understanding the default behavior. This needs to be more visible to anyone running through the install, which is why I'm surfacing this reference to Geo Proxy here.
