What does this MR do and why?

@aqualls Identified a semi-broken link on this page:

https://cloud.google.com/partners/partnercredit/?pcn_code=0014M00001h35gDQAQ#contact-form redirects to https://cloud.google.com/partners?pcn_code=0014M00001h35gDQAQ&hl=en#contact-form.

This MR replaces the old link with the new, but also provides an opportunity to double-check that the partner credit still applies.
