Check for "Uninstall" button reducing friction

What does this MR do?

EE backport of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/30713

This backport exists to check whether the EE spec "Cluster health graphs" works which makes use of the Uninstall Prometheus button.
