Housekeeper: Modify helper to fetch more details of BBM

What does this MR do and why?

This MR modifies housekeeper's postgres_ai helper to help fetch more details of a background migration.

This is a spinoff from !144188 (diffs), where we needed these additional details to build dashboard for existing background migrations and their estimated end date.
