Move desired sharding key spec out of ee/

What does this MR do and why?

Moves ee/spec/lib/gitlab/database/desired_sharding_key_spec.rb to spec/lib/gitlab/database/desired_sharding_key_spec.rb (no longer ee/).

This spec is not EE-specific, it may have been added there by mistake.
