What does this MR do and why?

This is a follow up to the MRs !144077 (merged) and !144908 (merged).

We had introduced a new application setting downstream_pipeline_trigger_limit_per_project_user_sha, however the description and labeling of the setting is inaccurate.

This MR updates the setting's documentation and labeling for improved accuracy and clarity.
