What does this MR do and why?
The asset illustrations/cloud.svg is not currently present in the asset pipeline and required for streaming audit events blank component. This adds the SVG from https://gitlab-org.gitlab.io/gitlab-svgs/illustrations/?q=cloud

How to set up and validate locally
Ensure that you have a Ultimate license
- From a top level group navigate to the Secure -> Audit Events -> Streams (tab)
- Remove all streams and ensure that the SVG asset loads, and no request errors
