What does this MR do and why?

Integration branch for gitlab-ui!3663 (merged) where behavior of our GlBreadcrumb component is changed to auto-resize based on available width. Overflowing breadcrumb items are moved into a dropdown.

This does not yet replace our Haml breadcrumbs. Only the few existing instances of Vue breadcrumbs are affected.
