What does this MR do and why?

This table is closely related with plans table which has cluster wide scope.

Checked in staging to confirm the records:

Loading production environment (Rails 7.0.8)
[ gstg ] production> PlanLimits.count
=> 12
[ gstg ] production> Plan.count
=> 12
