Add ADR 3 for Secret Detection blueprint

What does this MR do and why?

This merge request adds a new ADR to the platform-wide secret detection blueprint to document the decision made on how the gitlab-secret_detection gem is developed and distributed. This was motivated by this thread on Slack (internal, only available for 90 days) in which we discussed why gitlab-secret_detection gem is a placeholder on RubyGems.org.
