CODEOWNERS: Allow Gitaly team members to update Gitaly Version

The Gitaly team is responsible to ensure GITALY_SERVER_VERSION get updated regularly, and when the automatic MRs to update the version are getting stuck, they are pinged. To reduce the friction to be able to make these updates, add them as codeowners.
