Chore: introduce jh entry for code dropdown

What does this MR do and why?

Changes in !143324 (merged) refactored the code downloading part, JH had some customization on this functionality.

This MR does nothing but introduce a way to allow JH to override the code_dropdown.vue to implement the JH customization.
